There really is a Safari Park
There really is a Safari Park in Tomioka. It has two parts, one is like a drive through zoo, and the other is a small carnival type amusement park. The main attraction is the safari where you can drive your own car or take a bus through the zoo and see the animals. I recommend taking the feeding bus where they give you things to feed the animals through bars in the bus. You can feed zebras, rhinos, and there's a part where you feed lions pieces of meat with big iron tongs. In the amusement park section you can take pictures with baby animals on your lap. It is a fairly expensive place to visit, and you need a car to access it. Tomioka is to the west of Takasaki.
I would mention though that if you are sensitive to animal rights you may not want to visit the Safari Park. Japan has a different idea of humane animal treatment than you may be used to.

I went there- as a person
I went there- as a person who had ideas of a lush, green Safari park with animals wandering around, munching on abundant greens.
Instead, be prepared to be faced with gravel, dirt and lethargic animals who have tufts of hair missing and do the repeatative physical motions associated with an animal suffering catatonic boredom.
If it was in Australia (for example) it would be banned.
